Nothing above 2000

I own a 1971 Mercury outboard. It is a straight six 135 HP engine. I cannot get the motor to go above 2000 rpms. When it was used by my Dad, it did. The boat sat for several years and now has this problem. I've tried changing props but with no difference. I've had the carburators overhauled but still nothing. Anybody with any ideas would really help. thanks
