I am pretty sure it is the starter drive because the starter shaft spins but the drive will not turn the flywheel, when I took the starter drive off you could turn it both ways and I think it should turn only one way rite kind of like a ratchet.

No. It will turn both ways.
As long as you have it off, go to your nearest Autozone or whatever you have close and have them test it.

You need a drive, when the solenoid kicks in and the motor starts to turn the dogs in the drive come out and lock it to turn the flywheel. If you should buy a starter make sure it is a marine starter, there is a difference.
