not pumping water well

I have a 2006 115 Suzuki 4 stroke and just had new water pump installed and blew air backwards in tell tale port what else could cause it to not pump water well it has a weak stream

at all RPMs?

if it is low RPMs it maybe PRV /poppit valve dumping too much water if stuck open

It does pump a lot stronger at 2500 rpms

I brought it back to the mechanic this morning I will let you know what they find

The water lines had a layer of mud inside reducing the size of them they said it is caused from running in shallow water and shuting the engine off . I went to Grand Isle that weekend and the tide was very low it was hard to get to my slip so it must have baked in but is better now says my mechanic.I am going to pick the boat up later and I will see for myself.
