Not dropping into gear

Have a Chapparal 350 Mercruiser with Alpha drive. Put new shift cables in and no adjustment will make boat drop fully into forward or reverse. Everything on cable end is working good. It's either one or the other or none at all. Spent two days on a half an hour project. Shift interrupt is working fine. Tried changing idle, blah, blah, blah. What could be broken in lower unit. Had out for impeller and seemed fine. Everything lined back up. HELP!

could be the shift spool in l.u. also when you installed the lower shift cable did you get the set screw on the shift slide set correctly-no end play but able to turn the slide on the cable.
