I have a 1989 28spl Johnson outboard. It idles great but when I go full throttle the engine wants to stall out after 20 seconds. I checked the fuel lines and replaced the pump. What should I check next? thanks

If it really does go at full throttle for 20 seconds, you are not getting enough gas flow from the tank to the carb. OK, you have ruled out the pump. Now check for restrictions or air leaks.

is it possible that a weak water pump could be the problem?

water pumps cools the motor, unless it is running hot. would have no effect.

have you checked spark, and compression. when were the carbs last rebuilt.

I found the problem, a cracked reed! I realized that when the motor heated up the problem got worst. So the carb came off and my nightmare came true. But, no mountain is too high for a climber. It runs great now. I guess its now time to take every other piece apart and restore this 28Sp back to her glory. Like I need more projects in my life!!!! LOL
