it's running closer to 190 at slightly fast idle ,with muffs on outdrive. tach not working ,not sure about rpms. tach has not worked since warranty ran out.

Your problem may just be the city water supply is not providing enough water through a 3/4 inch garden hose. Not good to increase rpm above 1000 or so on muffs. If it stays cool in the water, there is no issue
