NOOB needs help with '70 model 20hp.....wont run

Hello everyone....desperately need help here. I bought a 70 model 20hp model with a broken starter recoil. Owner claimed it sat for a couple years. He replaced carb with a new unit and broke the starter recoil while trying to crank and gave up on it and now I have it. I fixed the starter recoil and rope. Installed a new fuel filter and mixed some fresh fuel. Now it will not start unless I squirt some premix in the throat of the carb. It will not pull fuel on its on and im not sure ifvthe carb even has a full bowl. I prime the bulb till its tight and after a few pulls it seems to lose prime. This is my first outboard so I have a lot to learn. Please help

Welcome.
First clean the carb.
Then check/replace the diaphragm in the pump.
The squeezie should pump enough fuel to run the motor for a short time.
If it's getting hard and then goes soft after you try to start it? That what it's supposed to do.
Clean the plugs.
Do a compression test.

Thanx a lot...I did just that. Carb was dirty and inlet seat seemed to be swelled shut...had to drill it with a 1/16 inch drill bit to get any fuel to pass thrum it. Carb seems to pop and skip a lil once its running. I'm guessing I should replace plugs. I have 2 additional problems now......first is fuel pump seems to he bad.....once it runs out of fuel from pumpingvthe primer bulb it dies...unless I keeping pumping it. Second problem, after it running it with the rabbit ears and water hose connected....it seems to start making a funny clattering noise and dies after about a 2 min run time. Any suggestions???

The running out of gas is probably the fuel pump.
Possible the hose or hose connections are bad and it's sucking air.
Take it apart and inspect it.
The clattering once you start it is probably overheating.
Since you taking stuff apart??
Drop the lower unit and see if the impeller is any good?
The skip/pop is probably the air/fuel screw out of adjustment.
Set it at 1 and 1/8th out for inital adjustment.
You know how lucky you got that you didn't ruin the rubber in the seat?
Most don't find that problem and you got luck it didn't get chewed up.
The Ethanol and spray cleaners and carb soaks cause the rubber to swell, closing off the flow.
Once it's dried out the swelling goes down.
