No water going through thermostat housing.

I just bought a boat with a 1966 80 hp Evinrude. The seller Said it might need a new water pump so I changed that but it was still too hot to touch. I then was going to change the thermostat and decided to start it to see if there was any water flow. With the thermostat housing open and the motor running there was no water flow. Any Ideas? You guys are great! A new thermostat about the size of a thimble cost me $53.30 Is that outrageous or normal?

If you replaced the impeller and it still does not pump any water, it sounds pretty much as if it has not been assembled correct ie. the impeller blades are turning the wrong way.
