Hi guys,
I have a outboard merc 800 4 cylinder ID#3190412, when Its idling there is no water coming from the Pee hole, but when i throttle it, It comes out at a steady stream. pee hole and uplift tube are clear, I have replaced the Impeller (which by the way fits really tight, I actually needed to bend the fins to fit back into the housing)
A/Does it matter which way the fins are bent, ie Cockwise or anti clockwise?
B/does this merc have a thermostat, and is this easy to install?
C/What year is this engine?
Any help would be appreciated.

Yes it is normal for the impeller to have to be bent like you said and you must put it in correct direction but all I can tell you is tips should trail rotation.
