No Start, No Spark, 5.7 L 1995 Bravo

I am in a no start, no spark situation. I have a '95 Rinker with a 5.7 L Bravo. ENGINE SER. # OF287508. First step on troubleshooting flow from mercruiser manual is to check if gray tach wire is grounded. It is. I understand I can cut it and it should fix my problem. How do I troubleshoot the fact that my gray sending wire is grounded out? Does it mean the tach is bad and simply needs replaced? What are the likely causes?

Just disconnect it from the coil and try it. You don't need to cut it.
