No Start, Gas/Oil In Water

1973 Evinrude, 25hp
History: Put in new plugs and cleaned carbs 2x with new carb kit. Was running OK except at lowest idle, took it on the water anyway. Started right up and ran fine a bunch of times after fishing, then at WOT on the way back home, it bogged down and died, wouldn't re-start.

Checked plugs and found stripped thread on lower cylinder, the plug pretty much popped out. Helicoiled plug thread and another stripped cylinder head thread. Resurfaced head, new gasket, torqued to spec. Also put in a new t-stat as there wasn't one in there upon opening, and I also replaced pull cord and starter spring after they broke.

Now: I can't get engine running for more than a two seconds - every so often while pulling cord, the exhaust pops with a bit of a splash. When it pops, the cord gets taught, and it's harder to get it going after that happens.

There seems to be a milky white substance in the river floating out (oil?), and some bubbles of gasoline surfacing, especially after the "pop."

Also noticed some water in the bottom of motor pan, not sure if it's from the splashback from popping, or something worse...

Played with low speed needle, choke, and calibrated throttle arm. Primer bulb stays firm. Out of money and ideas.

Spark ok, will it jump a 7/16" gap and is it bright blue?
Try squirting some fuel mixture in the carb and see if it will fire off, maybe a carb or fuel pump problem.

Do a compression test. If a spark plug came out it means the motor was sucking to much air and may have meted a piston. A to lean running condition will do that.

Thanks! I checked the spark again, one plug seemed to have intermittent spark this time! I put the old plugs that came with the motor back on, gapped them at 030, cleaned carb again, this time with a wire through the small low speed holes in barrel. Took a bit to get it started, but it did finally! It won't idle at low speed, but at least it started!

I think I see two immediate problems:

1) Exhaust is coming out of the plate that you remove to get to the shift rod connector. I can feel it push out with my hand. There is also an oil slick from the plate which turns creamy, I'm guessing from oil/water/exhaust mixture. Never saw this before...

2) Water is definitely dripping out from port side cylinder head. I'm afraid to over-torque, as it's at the max setting (120 in lb). Could the head be warped? The resurfacing didn't show any extreme high/low points. I sprayed some WD40 around gasket while running, didn't seem to affect much. I'm worried that water may be getting into the cylinders.
