I recently acquired a j25elcne and I've been fixing it up. I replaced any wires with bad insulation but not every single wire. When I tried to start the motor the starter ticked, and the pinion twitched, but it did not pop up to meet the flywheel. So I pulled a spark plug out, tried to start again and did not get spark. The battery is new so that wouldn't be the cause.

I wanted to avoid purchasing a new internal wiring harness this season. Therefore when I replaced any wire I sliced the new wire to the old wire at the plug. There is definitely connection between every wire but the old wiring was beginning to turn Orange. (silver wires, not copper)

I'm thinking I just need to get a new wiring harness, thoughts? Also is there a way to test the starter?

Even though the battery is new, test it, and be sure it is fully and completely charged. You won't get any spark until the motor is turning at least 100 rpm's. Also check the starter connections. They need to be clean and tight.

Take some jumper cables and go from the battery directly to the starter and see what happens.
