no spark on 2 hp johnson

87 2 hp johnson. Not getting any spark at plug. I have continuity through the plug electrode and over 500 volts at the end of the plug wire, now, how many volts should I get and does it have to be in the water so it can ground so I can get a spark. I can't get spark from the plug wire either even though I have voltage there???

Found the problem with the spark, the ground wire from the frame needed cleaning.
