no shift with engine off, this is good or bad?

i have a 2000 volvo penta 4.3 with sx stern and the engine does not start , and i notice the control doesnt move forward or reverse even with the carb cable remove. whats happening?

Perhaps the Shift cable (Not the throttle cable) is your problem.
Disconnect the shift cable from the drive and try the shifter. If it moves, have someone hold the cable end to put some resistance on the cable and try to move the control. If a person holding the cable end can stop the movement, the cable is bad. In a 2000 boat, if it is the cable, I would look for sharp bends in the cable.

Two thoughts...

#1 Not to hijack the thread, but I thought you were never supposed to shift while the engine was turned off. Am I wrong?

#2 I have Volvo DP drives on a 2000 boat. I believe these are very similar to your SX drive - Don? My cables are shot as well. The cable ends on my drive are exposed to constant contact with the water. Being in brackish water, they corrode a little faster. Remove the plastic cover on the drive and take a look at the cable ends. It was pretty evident on mine just from visual inspection. With the cable unhooked it was really easy to flip it in and out of gear using the shift shaft. With the cable engaged I had to lean into the shifter to get it to move. Probably lucky the cable didn't break.
