No RPM's

I have a 1992 Mariner 175. Hooked up to the muffs it runs fine at idle. When I put the boat in the water and run it I get no RPM Reading and low voltage from the batteries. Motor runs fine and has the same power it has always had. Has anyone seen or had this problem before? Any ideas on where to start?

Sounds like the regulator to me... also called rectifier which charges your battery and allows you tach to work

Thank you. Looked it up in the manual and will start to trouble shoot it later today. Looks like an easy test. Thanks for the info.
