No reverse???

I noticed today when I had the engine hooked up to muffs that when I put it in reverse the motor revs but my prop doesn't spin.... I am still new to outboards so I have no idea where to start. I have a 55esl69c, and forward works fine. I drained the gear oil and put new gear oil back in before I started the motor, could it be I didn't put enough in? It was coming out of the top hole so I thought I had enough, but I still have about 9 oz. from a 16 oz. bottle.

Also I noticed on muffs that I have water coming from where my thrust mounts are. Is that normal?

Any help from you fine people would be appreciated.

You have a hydroelectyric shift, did you use the proper lower unit oil, type c?
Do you have voltage from the shift switch on both wires going down to the lower unit?

Fill the durn thing up. It holds 25.3 ounces. It shifts by hydraulic pressure. The gear oil is the hydraulic fluid.

It probably has two oil vent screws, (?). Fill from the bottom till it comes out both vent screws.

Water squirts out of numerous places, including near the mounts. Don't fret it.

Thanks I will not worry about the water coming out of different places.

I will fill it up again in the morning, but would forward work if there was not enough fluid in it?
