No prime

I am unable to get my 1962 28HP evinrude to prime. I replaced the bulb and line. I also replaced the fuel lines on motor. It will run when spraying starter fluid in carb. Does anyone have suggestions.

Sounds like carb job time. Can you get it to run if you pump the primer bulb ??

does bulb get hard? is fuel getting to carb? dis connect line at carb to check. if yes to both then as boobie said carb work time

The bulb gets hard if I disconnect the inlet fuel line from the fuel pump and block the line. There is an air leak sound coming from the fuel pump when the lines are connected. I have replaced the fuel lines and still get the noise at the fuel pump.
