No power

I have a 1982 115 V4. It boggs out when i trottle up. the cabs have been rebuilt. and i can rev up great in neutral. what's up

Welcome to iBoats. It may help if you tell us what the make of the engine is....my first thought however, since you have had the carbs re-built is that maybe you did not reconnect the spark advance linkage....
