No power trim, but still wont trim down

1991 Evinrude 40 HP on a 18 foot pontoon. First off, I have pictures of everything, but didn't want to post a bunch of pics, if you guys don't need them. Ive only had the boat a couple of months. Planning on re-doing the floor of the boat over the winter, so I wasn't real worried about all the little stuff wrong with the boat. Figured I would fix it all over the winter. One of the things I was planning on fixing was the trim adjustment. As it was, there is no locking device on the motor. With it out of the water, I can pull up on the motor and it freely comes up roughly 6 inches. But it wont stay in any position except for all the way down. Still ran good, figured it would wait till winter.

Over the weekend, I was putting around in a new cove, and hit something. Something big, I think it was an underwater tree. I bumped it once and was like oh no. Then I hit it with the motor (I guess). The boat came to a stop and the front of the boat was going down towards the water! Then, after a LONG couple of seconds, it popped free. Well, we left that cove! Seemed to be running ok, but something seemed different, don't know what, just different. Once I got past the no wake line, I opened it up and it sounded like it was slipping almost. I figured I slipped the splines in the prop. So we just limped it back to the dock.

Once I got it out of the water, I looked at the prop and it looked ok. Seemed ok, but what do I know??? Then I saw it.... The motor was trimed up! Now I can still raise it up by hand and it falls back down to its "new" resting spot. Its not rubbing on anything. Nothing hitting anything. But it just wont go all the way back down.

I did look around between the motor and the transom, found a bottle jack looking thing with a cable going to it. Followed the cable back up to a plastic piece that was broke off. Looks like a plastic handle on the starboard side of the motor should be hooked to it. The handle moves but since its not hooked to the cable, it doesn't do anything. I tried getting in there with a screwdriver and prying up on the cable, but didn't get anywhere.

Any ideas on what could be stopping it from going back down all the way? Or, how to get the motor to swing up farther out of the way so I can see in there a little better? And again, I did take pictures of everything if you need to see it.

we will definitely need to see some pictures of this bottle jack thing, as it sounds like that's exactly what it is !!!!!!!!
someone fitted there own sort of trim idea maybe ?

Ok, it doesn't look like a home made job, but I don't know... This is a pic of the plastic handle on the starboard side that is suppose to be hooked to the cable. The cable runs down between the transom and the motor to the "jack" looking thing.


This is on the port side of the motor. This lever use to sit flat.


Here is the "jack".

That tilt was standard on that mtr. Go to shop.evinrude.com, look up your mtr for a parts break down and you'll see the different parts.
