Kind of an odd one. I believe the horn is always wired hot. That is, I believe no fuse or switch. Test the horn itself by taking voltage direct to the horn. You can also jump the horn switch. I had the same prob (horn not working). The connections were a bit corroded and after cleaning them, the horn works fine.
Some / most of the accessories should be off the switch. You can jump the switch and try. The poles on the switch are the same side of the line. If they work when jumped, that would indicate a bad switch.
