No oil pressure after changing engine oil ?

I change the engine oil in our 496 Bravo 3 at the beginning of each season by draining it out the hose that comes off the oil pan drain plug and then pulls out the transom drain hole.
I looks like I let it drain too long and now it won't build up any oil pressure.
A couple of years ago this happened and all I had to do was take off the oil filter and it started pumping within a few seconds.
However that is not working now.
Any suggestions on how I can get the oil pump to prime ?

Something is wrong with your oil pump or pick up tube.----Or the gauge is not working.

The base of the round oil pick tube up may have fallen off and laying on the bottom of the oil pan... I recall seeing that issue about 2 times right around 2004/05ish so I wouldn't be surprised if yours is the same.

As some tests you could either slowly try adding more oil to see if the oil pressure psi will come up or put on another filter to see if it helps right away...Many filters have been known to be defective to where they will not allow oil pressure to build...Stays at 0 psi.

If the Filter refuses to allow Oil to pass, there should be a Bypass that lets the Oil Flow, unfiltered to prevent Immediate Engine Failure. My 5.7 ran for over 100 hrs before it sounded like it had Mechanical Lifters, due to the Oil Cooler Lines being reversed, and the Anti-Drainback Valve in the Filter functioning perfectly

You should change oil before winter layup

Prefill the filter

Pull the plugs and crank it until you get oil pressure
