No idle Evinrude 15hp

So i am still having trouble with getting my 1983 Evinrude 15hp E15RCTA to idle. I have replaced the fuel pump, fully cleaned the carb and carb idle circuites and gaskets, new spark plugs, fresh fuel, and also preformed a de-carb, and turned the adjust screw on the carb cam roller as far as it will go to try to help the motor idle. It seems that I have to advance the timing plate on the cam roller slightly to get the motor to idle. I was reading online that the motor should still idle even though the timing plate is not making contact with the cam roller. Any ideas?

Does you carb have a little silver welch plug on top; if so you need to carefully remove it and clean the idle circuit holes with carb cleaner and the wire from a bread tie, then blow it out with compressed air. The idle circuit is probably stopped up. Good luck . You will need to get a carb rebuild kit which will have the new plug in it for replacement.

Already did that last week when I rebuilt the carb. Idle circuits are clean and I can see through them. Could this be a power pack problem? I can feather the controls to the point where the motor will reach a low idle but I feel it could be better than it is.

Search the threads for "link and sync" your carb may not be exactly sync'd to the ignition. This may be up in the top secret files.

I may just be possible that you are asking it to run slower than it is capable of, are you able to put a tach to it? However a "link and sync" surely will not hurt. At least it would rule one more thing out on your list.
