I have a mercury outboard 9.9 Not sure the year 1990-1991..Motor runs but don't get up an go.It's like it is running slow.It did go pretty fast one time as I was coming back to shore,from a slow to a fast.An I had it full throttle But was slow at full throttle then all of a sudden by it's self it went faster .An now it is full throttle but still slow..It's like the propeller is not going fast enough for it to go fast ,motor sounds like it is flying but running slow
