No Fuel to the engine

I have a 455 olds jet that has two 32 gallon fuel tanks. The Port side works great. When I switch it over to the starboard side the engine starves and stalls. I drained the tank and refilled with fresh gas. I blew out the tank with air and it is not blocked. The air blew right through and I could hear the gas bubble from the air. Any ideas why the starboard side is not working, but the port side works perfect. Also the starboard gas gauge does not seem to be working. I do have about 10 or 11 gallons of gas on the starboard tank

Does the starboard tank have it's own fuel pump? Does the fuel pickup tube go all the way to the bottom like it should or has it fallen off? Might consider plumbing both tanks together and having one fuel feed to the engine, draining both tanks evenly.

Both tanks are plumbed to a T then one line goes to the fuel pump and engine. When I swith the T to the other tank the engine runs for a couple minutes then starves and stalls. I switch it back to the other tank that usually works and still works no problems. The gas lines thatbrun from the tanks are both new. As well as the fuel lines that go to the pump
