should fuel go into carb when throttle is forward without the key being turned to the on position?

It shouldn't constantly spray fuel but when you are moving the throttle it should spray.

Meaning with the key off you should be bale to take the flame arrestor off and look down into the carb. When you move the throttle you should see fuel go into the carb (from the acc nozzels). But when you stop moving or run out of throttle no more fuel will come out because there is no vacuum/airflow and the fuel pump is not on.

That's a little vague... but when you push the throttle forward, there should be a squirt of fuel down the throat of the carb.

If your boat sets for a while.No you might not see any fuel when you accelerate.It evaporates over time.
If you run it and shut it off and then try it should spray fuel down the throat.
When you turn the motor over it should pull fuel to the carb.Then it should spray.

Ayuh,... It's pretty darn tough to give a definitive answer to such a vague question...:confused:
