no fuel on spark plugs

i have a 1975 merc 115 and was wondering if you are supposed to have alittle fuel on the spark plugs when you turn the motor off and pull the plugs out mine are completly dry and i dont want to burn the motor up i just rebuilt it.it is also had to start the first time.

Most surface gap plugs run alittle wet on idle, did you rebuild the fuel system and ck the jet size

carbs have been rebuilt and bigger jets installed

With our poor gas today I don't run over 20 degrees spark in some areas thats even a little hot.
