no fuel getting past the fuel pump on 1989 9.9 2 stroke

The motor was working like a charm in June, then I took it off and set in on a stand by the dock and ran my 1987 Johnson 9.9 all summer; I keep the two motors so there is always a back-up.

This past weekend I switched motors but could,'t start the the Merc, not even a pop or fa?t out of the exhaust.

Observation wise I noted the primer bulb gets hard, the fuel bowl fills (the screen is clean), the diaphragm on the fuel pump is intact and NO fuel is getting to the carb.

If I spray Sea Foam down the carb throat it will run till its exhausted that squirt. I filled the fuel filter bowl with Sea Foam and pulled the starter cord about 20 times in the hope of circulating the cleaner through the carb but to no effect.

I concluded the fuel probably evaporated out of the carb leaving the oil which is now glue and need to clean the bowl and needle; what I can't figure out is how to get the carb bowl off or the whole carb out.

Is there someway to flush the bowl out without removing it/
