Once you have confirmed that the shift shaft washer is in place, put the muffs on it and get a friend/wife/child to start the engine while you watch the water gushing from the side of the muffs. If the water flow decreases as the engine is turned and starts, then the problem is below the water pump (broken drive shaft, stripped lower gears, spun prop hub). If the water flow doesn't change, it's before the pump (spun engine coupler, stripped upper gears, corroded splines, broken drive shaft).

likely a spun hub. Standard test is to draw a reference line with a marker across the prop and prop nut. Run in gear and check the mark -- see if the line is broken.
