no down tilt

this is my first time on this forum but I have a problem with my 1998 mariner 65 jet (90) outboard. it will tilt up no prob. but will not come down or make any sound at all. there are two switchs one on the control and one on the motor, neither one will operate the down function, so I don't suspect a switch problem and all connections seem good, any tips on trouble shooting this problem would be greatly appreciated or were can I find a wiring diagram? thanks for your time Reg

I have a 90 hp of that series. Under the engine cowling are 3 relays. One is the starter relay and the other two are just alike and have blue and green wires attached. Blue is for up and green is for down. Swap relays is the first thing to do. If the problem follows the relay replace it. Otherwise you may have corroded terminals on the down relay. Since neither switch will cause it to drop it eliminates a lot of chasing wires.
