Nissan/Tohatsu - no high rpm output

I have a Nissan 15Hp (Model D 2 stroke). Unfortunately, the engine was not used for several months and gas went bad (even with additives that guaranteed a year!). It would not start at all. I replaced the gas, and took apart and cleaned the carb. The engine starts but under high RPM whether in gear or not, it spits sputters and konks out. Suggestions so far are to reclean the carb. In addition, the 15D has 2 carb jets; a main and a secondary (I guess for Idling). The secondary had a rubber plug blocking it. Any ideas why this is there? Will it hurt/hinder to remove the plug? Any other suggestions would be greatly appreciated.

HI, when you cleaned the carbs did you replace any parts, or just pull apart, clean and re-assemble them? Do you have a book to see if the rubber piece is supposed to be there? You should replace gaskets, and the rubber items. Re-clean carbs, checking especially the inlet passage. Did you adjust the floats? fuel lines have new clamps? Old ones may allow air to leak into fuel line and it will starve. - Just a few thoughts.

The rubber plug is for access to clean or remove-replace the jet.If you just squirt some carb cleaner through it & blow it out with air should be OK. but if you're sure you can remove&replace it without boogering it up go for it. Make sure you put the plug back.
