When I try to start my motor it will turn over a couple of times. I wil try to start it again and nothing happens. I took the solenoid loose and cleaned the teminals. I also made sure all connections are tight. I think I have it working and put it in the water , turn the key and nothing happens. Does anyone have another possible solution for my dilemma?

First of all, please take a few minutes to familiarize yourself with the forum so that you can post your questions in the correct place and make the moderators job just a bit easier.

I will move this to the correct place.

You need to troubleshoot the wiring. Could be a bad starter, solenoid, start switch, wiring, or even a low battery. The TLDI motors require a good battery. A Factory service manual will be your friend.
