It should pee any time the motor is running. The stat only controls circulation in the power head; the pee stream shows that the base is pressurized... which it should be any time the water pump is running.
The motor might be totally dry after a long time, and may take a few seconds to fill up the cooling system with water... but then it should pee right away. If not, you should find the problem (diagnose it) and repair it.
