Hi there, this is my first post but i have been doing a ton of research trying to learn about this motor. I own a 1994, the stamp on the block is simply NS25C. The motor fires up easy, and runs great. I have rebuilt the carb previously and am confident i am running good fuel in the motor. However i am running into one sporadic issue with the motor. while at full or close to full throttle i will be cruising and all of a sudden it will lose power, but not die. Once this happens i cannot get it to run at full throttle again, however once i turn the motor off and then back on it immediately fires and i can continue to run at full throttle. I dont know what is going on but i need to get it fixed. thank you for your help guys.

Might be a thermal problem with an electrical component; could also be a loose chunk of crud in a carb passage. Diagnose the fuel system, then if no problems found, go through the electrical system, both with the aid of a Factory service manual.

can you elaborate a little more on what you mean by a "thermal problem" ?
The likely issue is a loose bit o'junk in the fuel system, that gets sucked into a passage, blocking it. But... many electrical components behave differently when cold or hot... and some may fail when hot, then cool when off, and work again for a while until getting hot again. Think circuit breaker.
