Nissan ns140a2 rev limiter

My Nissan ns140a2 carbureted outboard appears to have a rev limiter ingaged.at idle it will run all day long but revs will bounce. When you give it throttle the revs will really bounce very consistent like it is hitting a rev limiter. I disconnected the water pressure sensor, temp and oil sensors. Any ideas? Any other sensor I am missing?

There is an external lead on the CD that loops back to the CD. Disconnecting that will disable the rev limiter.

No. There is a separate lead that goes both to and from the CD. It has a bullet connector. That should be the upper rev limiter. If, for some reason, the rev limiter is triggering at too low a speed, disconnecting that connector that will disable it. Odds are you have a different issue.
