Can the exhaust cover be removed from my 1999 90hp Nissan without first removing the power-head?

Year is irrelevant. Is your model NS90A or is it NSD90A? And why do you want to remove the exhaust cover? If you have the correct tooling, you can likely remove the cover with the power head still in the lower cowl... but then you can't do much else while the power head is still attached.

You want to remove exhaust cover to have a look to check inside anode, water paths, decarbonize interior ? Lower bolts are a PITA to remove, space unfriendly while powerhead sits on pan. If wanting to perform what mentioned, better remove powerhead, will need a new base gasket, old one will be usually found burned and unusable again.
