Nissan carb problem

Have a Nissan '04 9.9B 4 stroke. Last fall I fogged the carb through the gas drain screw. Last week the engine would not start. Local service guy (not dealer) told me to never fog carb. this way, to only use Stabil. He then rebuilt carb. Picked the boat back up and he then told me to never allow engine to run out of gas. I went fishing w/boat and it ran fine after stopping and starting for 3 hrs. On my return the engine stopped cold. I then remembered I forgot to open the tank vent and the tank was partiallly collapsed. Engine still would not restart even though I opened the valve and the primer bulb was hard! Got towed in, called mechanic and he told me he may need to reprime the engine through the carb "priming screw". Is he right about the fogging oil? Can I reprime this w/o having to pull the boat? Any help would be appreciated.

Your mechanic disqualified himself as knowing anything when he said "never allow the engine to run out of gas". Fogging oil is one of those things we do not use in the south, but Yankee's love it and seem to need it because of the freezing temps and moisture build up during storage. Your tank collapsing on itself would only have starved the engine for fuel as the fuel pump would not have been able apply anymore vacuum pressure. Opening the tank valve should have solved any problem there. It's more likely that some other event has happened to prevent th engine from running. Take it in to a different mechanic somewhere and see what they say.

I used starting fluid and got engine running after about 8 -10 tries. Seems like the carb did lose prime and priming bulb did not prime the carb. I sped up idle a little to keep engine running. It ran a little rough at idle for about 25 min. Shut it off and restarted 24 hrs. later and it ran fine at idle. Did not take the boat out 'cause of being alone and lack of other boats to tow me in in case of problems. Will probably wait 'til Saturday. I agree that running out of fuel should not be an issue. Is it possible the float got stuck and that's why the carb. wouldn't prime? Thanks for your thoughts.

Possible...It could also be the autochoke circuit is out or the little rubber boot on the carb is torn up.
