Nissan 5HP 4-stroke will not idle

The motor starts on the first pull with choke but will not idle when choke is pushed in. Can be kept running very briefly by varying the throttle, but engine races and runs erratically before stalling.

Here's what I've done thus far:
changed fuel in tank, blew out hoses
pulled carburetor and cleaned
pulled and inspected fuel pump, verified it's working
changed spark plug
some adjustment of idle screw (the motor was serviced two years ago and ran great, so I'm skeptical that this is the cause. Apparently all that was done at that time was a carb cleaning and (preventative) impeller replacement.

I've run out of ideas... Please advise. Thanks!

The carb cleaning process I used was the spray type. From reading similar threads it sounds like the soaking type cleaning may be the most effective. The carb did not look dirty before I cleaned it the first time.

You have to soak it. Spray cleaners are not strong ehough to disolve the build up down inside the passages.
