Nissan 4 hp water flow

4 hp Nissan water flow is not consistent at idle it will be flowing with little pressure then all of a sudden it with start squirting out at a good pressure. It does the same thing at all engine speeds. Is this an indication of a bad impeller and can that cause a strange humming/buzzing noise to, come from the engine? Also is the impeller in the lower unit like most out outboards?

You may have some debris in the telltale. Clear it with a stiff wire while the motor is running. The water pump is bolted to the top of the LU as usual. Full details are in your Factory service manual.

Is the tell tail the point where the water exits the engine? I will try that? Something like a paperclip?
