nissan 1990 90hp oil injection

I just got this used motor; are the oil outputs(3 lines) from the oil pump supposed to have little metal cylinders spliced in or are these plugs to bypass or negate the oil injection system??

The little cylinders are the check valves between the oil pump and carb manifolds. They are designed to keep the oil from leaking back down when the engine is not running. You do not want to bypass the oil injection feature on a Japanese outboard...they almost never fail.
