Check out the fishing weapon. Underwater neon light. Might not attract the bugs.

You can't avoid bugs like moths and mayflies. I use the 99% deet spray and it keeps the mosquitos off me but all the other bugs have no problem crashing into me all night long. Since you have to have a stern anchor light on at all times away from the dock you cannot avoid them. If their there than their there. What I would suggest is try creating a diversionary tactic. I bought the 48 inch stern light and the bugs love it, but they love it up away from my face a little bit. When I turn on my headlight to do something in the boat some of them start crashing into my face again until I turn it back off, then they go back up to the stern light again.
You won't regret it. Its especially usefull when I'm buy myself at night cause I can anchor, go to the middle or front of the boat and watch my lines, and it keeps all the bugs focussed away from where I'm trying to relax. Their more interested in the light than me. Plus the elevated stern light puts light down inside the boat so you almost don't even need a personal light to see what your doing.
