new trailer axle question

I've got a new axle to install on my trailer and the spring perches are not installed at the factory so I can put them where I need them. The axle has a camber bend in the tube.

My question is - does the camber bend arch to the top or to the bottom?

Usually the arch (preload) is up like a sad face

As the trailer is weighted the arch is flattened out :|
