New to I/O's is this sound normal or should get out the toolbox

You failed to mention what kind of drive you have Devin. Always a good idea to include all the details.

It is normal for the prop to turn in neutral. You get a slight torque converter effect. You could stop the prop easily. The clanking sound is most likely because you did not pause long, in neutral before going into reverse. When the prop is in the water, the water creates enough friction to stop the prop when in neutral so you don't have it going the opposite direction when shifting to reverse.

Keep in mind, I cannot hear it. I'm just going on your description.
