im pretty new with boat terminology and part names im not sure the name of the rubber ... thing... that gose around the outdrive and is attached to the rear end of the boat (see picture)

I believe it is called a TRANSOM SEAL.

Please provide a little more information about your boat, engine and drive. You'll get better answers, if you provide better information. These ol' salts will make a boat restorer out of anyone.
