Alright, I now have setting at my house

1971 55hp Evinrude with the old cable type steering(can it be changed)

1982 40hp Mercury in pieces, that only ran half the time when it ran

198? 25hp Mercury in perfect working order

1981 65hp Suzuki DT65 with a jacked up lower unit

The 40 and 65 are out because I'm not screwing with that much work. But can I rob the steering bracketry off of one of those and put it on the evinrude? The evinrude looks to be in good shape, I haven't tried to start it yet, but it turns over well by hand and the gears lock up like they should.

the 55 was a good hearty motor.
I don't understand your question; a 25 and a 55 are not comparable motors.
Cable steering is not as safe as arm steering. I'm sure it can be converted; can't speak to canibalized parts, but it's mostly about the cable itself and steering tube, not the attaching fittings.

Sorry if I wasn't clear.

Can I take the bracket for the steering arm off of one of the other motors and convert the evinrude to arm steering?

I'm more than likely sticking the 25 on the basstracker, and swapping the 55 off for something else, but just wondering if it can be changed over from cable to arm steering?
