New problem - won't go into gear?

So finally today was able to start the motor (see long no spark thread by me :D)...

Got the control box all back together according to the service manual. The motor starts and idles like a champ but will not engage into gear. When I put the control in forward or reverse literally nothing happens. The motor just sits there and idles. All cables look good and are connected how they should be.

I had the lower unit off to go through it and am thinking I didn't put it back on correctly? The propshaft is also spinning while idling. Not just a little either.

Any suggestions on where to look? Thanks!

Hmmm....should there be a cable or spring connected to the bottom of the carb? The butterflies do not move whatsoever when I move the throttle lever.
