new BF 150 Honda won't rap up

Bought a new Crestliner with the new Honda 150HP and can't get the engine to run past 3000 rpm. Dealer sold engine with a 19 inch prop so thought that was the problem. Went to a 15 inch and still have the same problem. Is the engine programed to only run 3000 rpm until it has a few hours on it then rap up? Dealer doesn't have any idea what the problem would be. He ordered a manual to help in trouble shooting. Any ideas or info would be helpful.

You will have to make sure that you are moveing your throttle linkage at the engine to the wide open stop.This is a little hard to explain as things are kinda buried down there and hard to see.Pop the hood ,and as you look at the engine from where you popped it from inside the boat,look towards the bottom cover to your left,kinda under some black plastic parts.You will now see some linkage.Have your Wife ,buddy ,kid, whoever,move your throttle at the control.Carefull here if things do'nt feel right just turn the prop a little.Then watch the linkage move .There is an obvious stop that that linkage should achieve and if it ca'nt be reached at the engine end you will need to adjust at the control end which is what your dealer is trying to avoid.A typical rookie blow it.
