New battery:motor won't start

I installed a new starter battery and trolling motor battery. Everything works fine except the engine won't start. It is getting power because the trim works and we can hear the starter engaging but it won't turn over.

The motor is a 2008 Mercury Optimax 150 2 stroke. Under normal circumstances I have to have the throttle set to neutral before the engine will start. If I turn on the ignition when the throttle is in forward or reverse an alarm sounds and the motor won't turn over. Now when I try to start the engine in neutral it makes the alarm like the motor is in gear.

Any advice?

Thanks

sure, turn the key and wiggle the throttle handle. Perhaps the neutral switch is stuck open. Did you try to turn the flywheel by hand? The motor is probably not seized, but best to eliminate that as a problem.

Normally the neutral switch is in the throttle control box.
