Neither out drive lowering

Just bought a new to me 1998 290 sundancer with twin 350 EFI/ Alpha drives

​I read an earlier thread that sometimes when the end caps get bad the drives can stick at the top, and they are defiantly at the very top right now. Funny thing is I don't even hear the pump doing anything. It has a Quicksilver controller. Is there a breaker I should be looking for or some trick with this set up I am overlooking?
​All batteries are charged and ​I have both battery selectors on, and both engine ignitions (key and toggle) on at the control panel down in the cabin.

Funny thing is I don't even hear the pump doing anything.

Ayuh,.... Each pump has it's own battery connections,... I'd start there,..... 8 or 10ga. wires, red, 'n black,....

A test light will tell ya where there's power, 'n where it ain't,....

I am so stupid......

​I didn't have one of the battery selectors on {ON}

I thought it was for the genny.
