I have a 2000 Monterey 19ft. All hardware is missing from engine deck cover. I can't tell if there was ever a hinge on the rear or just bolts. It has gas springs to hold front up. I guess if no hinge, any bolts would have to be a little loose so it can open. Bolt heads are under the vinyl, so it's confusing how they could be tightened. There's also a large pin under the front that must be a latch.
