I need a manual pressure relief valve for a 77 Evinrude/Johnson Trim and Tilt on a 70 hp engine. Part number 0172601. Anyone have one?

why? Unless you have damaged your old one they are usually repairable. In a worst case scenario just disable the manual release capability like they do on the stringer version.

as regards getting new part .... NLA. The only way to get one is to cannabalize a good unit. Which still leaves your pump with whatever problem prompted you to lose yours in first place. So then you have two bad pumps.

Where would I find the procedure to eliminate or replace this item? My tilt and trim is all good except it falls slowly due to what I think it a tiny/leak/bypass past the relief valve. The rubber nipple at the end is worn...

Any help greatly appreciated.
